Section 470: Power to remove difficulties
This section allows the Central Government to remove difficulties in implementing the Act's provisions by issuing orders, which must be presented to Parliament.

(1)If any difficulty arises in giving effect to the provisions of this Act, the Central Government may, by order published in the Official Gazette, make such provisions, not inconsistent with the provisions of this Act, as appear to it to be necessary or expedient for removing the difficulty:
The Central Government can issue an order to address any difficulty in implementing the Act's provisions, as long as the order doesn't contradict the Act, and this can be done within 5 years from the commencement of section 1 of the Act.
provisoProvided that no such order shall be made after the expiry of a period of five years from the date of commencement of section 1 of this Act.
(2)Every order made under this section shall, as soon as may be after it is made, be laid before each House of Parliament. TABLE –A
Every order made to remove difficulties must be presented to each House of Parliament as soon as possible after it is made.
